Your fps you are getting is actually about on par with your system specs. remember your eyes wont notice a difference with anything over 30 or so fps. Red Alert 3 will be fine with those FPS its a RTS game after all.
Hard drive space doesn't mean shit when it comes to actual performance, unless of course you fill the hard drive all the way up.
Couple of questions, what operations system are you running? Vista or XP? What resolution are you running your monitor at? and the games for that matter? BTW Token, he is running an Athlon64 system, he does not have a front side bus to worry about. All Athlons have integrated memory controlers on them. That Athlon probably still gives him more memory bandwidth than most Core 2 Duos. But that does not equal to greater performance.
And since you are running a Socket 939 3800+ Single Core (the dual core 3800s run at 1.8Ghz) and i would assume 2 Gigs of DDR400. You can always pick up a cheap dual core processor for your Socket 939. But I will warn you, ya won't see a big performance increase.
But if you are wanting to just get more frames out of what you have now you could always try changing the resolution on your monitor, dropping down some of the graphics settings like AA, AF, and what not.
