Of course, I see a good majority of the 70's "metal" bands as the actual forefront of stoner rock and and the foundation of what eventually became metal. I'll leave those out for the moment unless people want some recommendations. I feel the stoner genre is a pretty much seperate sub-genre of rock than metal, but without a doubt are intrinsically linked in their fanbase. Thus I don't complain too much when people say that a stoner band is metal, though in a lot of cases the difference to people between "stoner rock" and "stoner metal" is only the vocals (and thats just plain silly because I've heard just about every vocal style for nearly every style of rock/metal).
Bands I recommend from my personal library:

Alabama Thunderpussy
Atomic Bitchwax
Bible of the Devil
Bongzilla (stoner riffs with harsh vox, fun shit)
Cathedral (some of their stuff is traditional to more extreme doom)

High on Fire (though they are a bit more unique)
Kyuss (essential)
