I was wondering if anyone has purchased from them or have any feedback? I was looking at getting a dual light and came up with these folks since they are in my back yard.

They sell exactly what they advertise and it's fairly priced. I would recommend them.

Excellent customer service. Great communication. They take care of the problems asap. I've purchased two 400 hps w/aircooled hoods from them.

Mechanical or digital ballast? Is the mechanical really that noisy? The ads claim that it's pretty quiet with it's rubber grommets on the legs. How much space can I properly illuminate with a 400 watt mh/hps bulb? Only a small grow, personal use only.

I would really go with the digital ballast. Have you ever heard the buzzing of street lights? That's the sound of a magnetic ballast. True that they are usually older and that's why they make so much noise, but something to consider. The actual transformer inside will buzz like a motherfucker. The digital units are very quiet, plus the offer the ability to switch between MH/HPS, though I think some of the magnetic ballasts have that as well.
