can you use a low energy bulb or 3 (75 watts each) to get seedling started b4 i get big light on??

Any advice would be great

You bet. Fluorescent lights are fine for getting the little boogers going. Just make sure the lights are close to the plant, as close as they can be. That way they won't stretch.

When should i swap over I have 400watt light with ballast on the way (2 days or so)

As soon as actual leaves develop, I'd fire it up. You have cooling, ya? The HID lights put a bit of heat out, it'll have to go somewhere.
