Yes and no. Brain is an organ, but organ =/= made of muscle. Your skin, for example, is an organ. But it isn't made of muscle. Neither are your kidneys, for that matter. Or your liver.
In fact, neither your dick nor your lungs are muscles. When your dick gets hard, that's because blood fills spongy tissue in it, not due to muscle contractions (though there are muscles involved in ejaculation, they aren't actually part of the penis).
Similarly, the lungs are made of non-muscular tissue--they inflate because of air being forced into/out of the spongy tissues in them by the contractions of the diaphragm muscle, which isn't actually part of the lungs themselves.
So basically, your lungs and dick are pretty much the same. But your heart is different.
