I am starting out with good genetics but I am unable to germinate. Here is what I am doing:

Starting out soaking the seeds in distilled water for 12-18 hours. By thi time, most of them have cracked. I then transfer them to a wet paper towel folded over and folded inside aluminum foil. The towel is wet, but not dripping and the room is a balmy 85 degrees.

The shoots never really progress, some come out a little but not really pushing past the shell. They also have a brownish tint after a day or so and then die. I tried also going from the water to put them into the rockwool (bypassing the towel), same results.

I kept the seeds for about 2 months in the little baggies they came in, could that be the problem? Is my temp too hot? Too cold?

The plants are about a foot tall and I planned on sexing them to weed out the males and start flowering in about 2 weeks. Underneath a standard fluor light with the standard cheapest bulbs can anyone tell me how long it will take to flower? I will be allowing about 60 days to flower and a few weeks to sex them. I would let them reach about 2 feet tall but my lease is up feb 1st and would rather make sure they are matured to get some good bud. Do you feel this time frame is long enough to get mature buds. I do got the shittiest of shittiest fluor light but the plants have been doing great just very slow. For my second go around I plan on getting soem CFL off stgsupply.com. Does anyone got some good advice for a second time around with CFL lights? Shoot me a list of some good eqiup/fert to go with the CFLs for this time around I will have more than 75-100 dollars for a setup haha. Anyway, I have an inquiry. Mainly fueled by curiosity. This is about as noob-ish as it gets. Keep in mind I know d1ck about growing (aka: absolutely nothing).
My fiancé and I sometimes throw seeds from various stashes into our larger potted plants, mainly for yucks, to see if anything happens. Once in a while something will start growing, but will eventually die.
Well, during the summer months this year, one of the sprouts hung around longer than usual, so we kept an eye on it. It has grown bigger over the months and has far surpassed any other sprout we have experienced.

Let me get to the point. I have attached some pictures (Many apologies for the crappy cell phone camera quality. Our actual digital camera is on the fritz....) of the plant in question.
Basically, I would like to know if this here plant has reached a stage that makes it worth salvaging or even caring about. The heavy growth at the top has hairs that are turning amber-ish brown, and that whole portion is covered in white crystals. Don't get me wrong. I'm not expecting much from this. I'm just really curious, because I've never had a sprout become this big or this advanced. Is this little guy worth keeping an eye on or doing anything with?

Any time spent humouring my inquiry is very greatly appreciated, as I am sure there are much more serious growing matters to discuss around here.
