My big question would be what sounds are you trying to block?
If you're trying to soundproof the apartment against noisy neighbors then you need a full soundproofing thing to really get it done. Same goes if you want them to never hear anything from within the apartment.
If, on the other hand, you're trying to prevent people outside the apartment from hearing specific things, that can be accomplished more easily. Say for example you're trying to mask the sound of fans or pumps. If you can isolate the vibrations those objects generate from easy transmission you can reduce or eliminate them from being heard.
Think about the upstairs apartment. You might not be able to hear them talk, but you can hear them walk around because the foot falls directly impact the structure of the floor. Same with their TV since it solidly contacts whatever it sits on, which is in direct contact with the floorboards. Solid objects transmit sound better than air. So look for ways of blocking or absorbing those vibrations. Suspend pumps with bungee cords, put foam or rubber mats under noisy equipment, and so on.
