1.) Anyone know how to build an air filter for pennies on the dollar?

2.) If I bought the "Can 2600" would I be able to use a computer (235 CPM)
fan or is that not powerful enough to pull the air through the carbon?

If your really trying to save cash just do this.

1) Get some pvc piping or any pipe you can shove stuff in.
2) Get a computer fan.
3) Get a cellphone charger.
4) Splice the computer fan to the charger(easy).
5) Shove a whole box of fabric softener sheets in the pipe.
6) Set your pipe up and have the fan blowing the air from the box out through the pipe.

This is what ive experimented with and it worked very well.
