i'm assuming the upside down dust can is referring to a can of compressed air?! ...they get really really cold if you use them too long which is what i assume makes the frostbite? very confusing...

Well, what you've got in a can of air duster is liquid refrigerant, under pressure. Upright, the can will just produce a stream of gas. When you invert the can, you spray out the liquid, which is forced to change state when introduced to a lower pressure environment, thus absorbing heat or cooling rapidly if you like. The rapid evaporation of the liquid will absorb heat from it's surroundings to continue to change state. If you spray it on your skin, it will pull the heat from your skin, causing frostbite. Hence, scarring. Usually it's R134A or tetrafluoroethane. They've started using different gas to prevent inhaling abuse. Or additives or some nonsense.
